jman is a very ancient user, second only to the Administrator account itself. He was, in that regard, the very first actual user to join the forums (as the Administrator account is automatically created in new PHPBB installations). He has never once made a post. Many members look to him as a symbol of purity: no spam, no flaming, no useless topics. They strive to match his perfection while trying to raise their Post Count, which really defeats the purpose.
Some suspect that "jman" is, in reality, a former account of Hatman's, followers of jmanto resent this belief though and claim it is nothing more than the ravings of a bored public eager for a conspiracy.
